Valero Energy Corp’s Houston refinery, which usually produces 130,000 barrels a day, has been operating more slowly since an explosion on Monday morning. A loading tank containing sulfur dioxide ruptured, causing serious damage to the roof of the tank and injury to some surrounding people. Five Valero employees were taken to the hospital, but all were released by Monday afternoon. For two hours immediately following the incident, residents of the nearby neighborhood Manchester were ordered by the Fire Department to shelter fleeing workers.
